The City of Harlingen Waterworks System has a centralized purchasing system although physically it is decentralized. Procurement of the bulk of operational supplies for the system are purchased in one of two ways:
- Purchases that require formal bidding or are for daily operations of stocked items are handled through the Purchasing Department.
- Small daily purchases are the responsibility of each individual department.
Purchases that require formal bidding are advertised in the Valley Morning Star on Sundays. These formal bids are also posted on the Harlingen Waterworks website under the section titled Bids.
Yearly, the HWWS requests bids on chemical and other contracts which are used in the day to day operations of the system. Some of the chemicals and other commodities that are bid on yearly are listed below:
Companies who have expressed an interest in bidding on certain supplies or materials are automatically sent a bid package at the time of the bid.
If you wish to be added to the bid list for a particular item(s), please fill out the form.
Submit the completed proposal form. Any interpretation, correction, or change to the invitation to bid will be made by ADDENDUM. Changes or corrections will be issued by the Harlingen Waterworks System. It is the responsibility of the vendors to contact the Harlingen Waterworks System, by phone or the Harlingen Waterworks System website, www.hwws.com, to ascertain if any addenda have been issued and to obtain, execute, and include them with the bid.
